The Challenge.
A local authority was about to undergo a procurement exercise for a major regeneration scheme (circa £400m), for a partner to help, seeking to transform a central area of their town area into a vibrant new community with high quality housing and outdoor space, providing an attractive place for people of all ages to live, socialise and play. The programme required support to ensure these benefits would be realised.
The One Eighty Approach.
We provided support and independent challenge in the development of benefits management controls designed to help ensure the project can demonstrate achievement of its expected benefits. We worked with the project team in a critical friend capacity whilst it designed controls to mitigate the potential risks that the planned benefits of the project may not have been fully defined to ensure they could be realised.
This included:
considering the adequacy of proposed control design with the PMO
offering input on good practice and lessons learnt from previous experiences across the Council and on similar projects
reviewing the following pertinent documentation to identify proposed benefits and capturing these in a draft benefits plan
facilitating discussions with key members of staff to determine which of the initially proposed benefits could be effectively measured.
The End Result.
Our work resulted in a clear set of expected benefits with clear targets and methods of measurement, which were incorporated into the procurement and ultimately form a suite of must haves for the schemes success to be monitored against.
