ESF Projects Assessment

Assessment of the success rates of European Social Fund projects.

The Challenge.

Conducting assessments for three London boroughs as part of the London Councils European Social Fund (total ESF funding in the region of £10m). The projects aimed to tackle economic inactivity, long term unemployment and deprivation and give employers the skills they needed to grow successfully. The projects also relied on the voluntary sector as the Councils aimed to engage with some of their hardest to reach communities.

The One Eighty Approach.

In order to complete this work a series of interviews were conducted with Council officers, third party organisation’s and Local Councillors, alongside detailed analysis of the information collected by the projects, such as survey data and employment rate information. The assessments considered projects against the following themes:

  • The continued relevance and consistency of the project;

  • The progress of the project against contractual targets;

  • The experience of delivering and managing the project;

  • The economic impact attributable to the project; and

  • The cost-effectiveness of the project and hence its value for money.

The End Result.

This work resulted in a series of management reports, which highlighted the projects progress towards their objectives, the difference the projects had made to residents and local businesses, as well as identifying the actions required to ensure the intended results were ultimately achieved.
