Assurance over the effectiveness of a Councils Local Outbreak Control Plan.

The Challenge.

One Eighty we commissioned to conduct an assessment of the Councils Local Outbreak Control Plan and management response to the pandemic. Specifically this included assessing the adequacy of arrangements to manage the required data and information flows between operational delivery and the various boards which the Council established to respond and adapt to the ever-changing circumstances of the pandemic.

The One Eighty Approach.

We conducted this audit in an agile manner by reviewing pertinent information and becoming embedded in the project team to allow us to observe the project in real time and not distract the team from the critical work they were doing.  The review considered how well management controls were operating to mitigate the potential risks that:

  • the governance structures established may not provide appropriate oversight and challenge, ensure that transparent decisions are taken at the right level within the required timeframe and provide the Council with the agility required to respond to any change in priorities;

  • roles and responsibilities of key individuals, response Cells and the various boards may not be clearly documented, understood or operating in practice, leading to duplication of effort or key tasks not being completed.

  • an effective risk and issue management process may not be in place or followed, impacting upon the Councils aims or resulting in delays in the Councils response and failure to learn lessons for future response.

The End Result.

Our work resulted in a management report which highlighted the strong control environment in place and examples of effective agile project management. The findings from our report were used to inform and support management’s development of the Local Outbreak Management Plan and the transition of current arrangements into a more operational sustainable position as the Council continues to protect the health of citizens. For this work we received the following feedback from the Director of Public Health:
