Assurance over delivery of the Councils Capital Programme.

The Challenge.

The Council was actively exploring ways to bring forward investment in infrastructure both in terms of capital works from its own strategic plans as well as aiming to stimulate maximum investment in partnership with the private sector to make the borough a better place to live.

The One Eighty Approach.

On behalf of Internal Audit we conduced a review of a number of Capital Works projects within the Council’s portfolio, to assess the adequacy of project management controls. The audit included:

  • a review of the risk management processes in place specifically to mitigate slippages and issue management processes used to manage the impact of existing slippages

  • Processes undertaken that monitor and control the profiling of spend both within and across financial years.

  • Processes undertaken to define, quantify and monitor quality expectations of customers and stakeholders.

To complete this work we reviewed key project documents (such as plans, payment milestone schedules, resource profiles and status reports) and held a series of interviews with key stakeholders.

The End Result.

Our work resulted in an audit report and a number of recommended actions for management to take forward, covering the following areas:

  • Project planning – A lack of robust project planning meant that a number of key project areas were compromised and not completed as required.

  • Resource Planning - Poor resource planning, both in terms of understanding the level of resource and skills required, and in securing the correct resource at the correct time, caused numerous bottlenecks and delays.

  • Risks management - risks to delivery were not always documented and mitigating actions were not put in place, resulting in them materialising and impacting delivery,
